the article deals with the preparation of the draft reform of the district Church administration at the all-Russian Congress of clergy and laity in 1917.the issues of the development of the regulations on Church districts, as well as the creation of district Church courts are Discussed. This article uses unpublished archival materials from Department of the manuscript of the Russian State Library, and Central State archive of Moscow.
