Public education as a concept of pedagogy

This article is primarily interesting fro historical and scientific point of view. The legacy of the Russian educator of the 2nd half of the XVIII century N. I. Novikov is the subject of many studies in various fields of knowledge, including pedagogy. The subject of the article is the issue of public education. The author’s goal is due to a special historical interest in the structure and content of public education. The article proves relevance of the pedagogy ideas of the past.
