The project of creating the Rosshelf state corporation – back to USSR?

A draft law developed by the Ministry for the Development and Development of the Russian Federation on the establishment of the Rosshelf state corporation as a single operator with the functions of attracting private investors, concluding contracts and control, largely repeats the unsuccessful Soviet experience of centralizing offshore production management in one body, which would receive the appropriate authority and carry out inter-agency coordination. Under the administrative (socialist) model of economy, the USSR Ministry of Industry and Gas did not cope with this task. In market conditions, this kind of monopolization of powers runs counter to the principles of the functioning of the system of executive authorities, the tax system, as well as anti-corruption rules.
