The purpose of this article is to clarify and define the content of the concept of "special educational needs" and how to identify them. Based on the analysis of psychological and defectological concepts, the content of the concept of "special educational needs" is determined and the developed indicative basis for the teacher's identification of a list of such needs available to a student with disabilities for the implementation of his education is presented. The requirements for the content of the list of educational needs of students with disabilities are scientifically justified and presented, a method of professional action is developed to identify the special educational needs of the student, which must be provided for the organization of the pedagogical process in inclusive education.
