Administrative reorganization of statistical institutions in the Russian Empire in the second half of the 19th century

The article deals with the process of reforming statistical institutions in the Russian Empire in the second half of the 19th century. The main milestones in the design of statistical structures are determined. Special attention is paid to the statistical council as a centralizing body. The key goal of the council was to determine the methods for collecting and systematizing statistical data within the territorial boundaries of the entire state. Separately, it was determined that the council unifies all statistical work. This document laid down the organizational and controlling function of the council in terms of administrative statistics and significantly expanded the organizational foundations of the administrative structure.
