This article seeks to break through the traditional perspective of political discourse research, integrate cognitive linguistics and pragmatic theory and analyze the metaphorical surface framing, deep framing and pragmatic identity of Vladimir Putin's speech at SPIEF 2021(St. Petersburg International Economic Forum 2021) for the purpose of providing a better understanding of Vladimir Putin's positions and views. The study has found that in this speech, Vladimir Putin used the words of «orientation», «journey», and «family» domain to create the corresponding metaphorical surface framing as well as the deep framing of «cooperation», «mutual assistance», «openness», «peace», «win-win», «rise of Nation», «disruptive innovation» while formulating a positive pragmatic identity that the Russian Government is a «driver», «well-doer», «guide», «supporter», «host» and «partner».
