State policy in the implementation of the "prohibition law" in the activities of the Councils of People's Deputies of the department of culture of the Ulyanovsk, Penza and Samara regions

This article, based on state archival data, examines the implementation of the policy of the party and People's Deputies of the Soviet Union in the early and mid-80s of the XX century, presents social and cultural events organized by employees of club institutions during the activities of the Soviets of People's Deputies, systematizes scientific and journalistic material in order to expand the study of the application of state measures in solving the Resolutions of the Central Committee of the CPSU "On measures to overcome drunkenness and alcoholism". The study made it possible to highlight the inextricable link between the activities of the center and the local Councils of People's Deputies of a number of regions of the Middle Volga region, their activities aimed at changing the current situation, and the introduction of new forms and methods of cultural interaction with the population of their regions. So, the leadership of the party organizations on the ground ensured the active participation of the propaganda of state decisions among the general population. The article presents the assistance of existing authorities and cultural institutions to various forms and methods of cultural and educational work in the implementation of the planned transformations. The forms of interaction of cultural institutions with the urban masses and the interaction of cultural figures with the population in the work of an anti-alcohol company are shown. The following forms of cultural content are presented – debates, rest evenings, conversations with doctors and law enforcement officials, holding non-alcoholic weddings, etc. The study notes positive policy changes in each of the three areas, and it is proposed to focus on the shortcomings of this work. It is assumed that the state measures carried out have led to a change in thinking, mode of action, and social behavior, which has allowed changing the cultural and mass attitude of people in society.
