The author of the article attempts to analyze the sources of financing of educational institutions in the European North of Russia in the 1920s-1930s. The article states that after the establishment of Soviet power, schools were funded by the state, thanks to this, their number increased. Until 1923, free education was maintained in the Vologda Region. The article states that, in general, the process of redistribution of the share of education expenditures between the central and regional budgets by the mid-1920s. it was moving quite quickly towards a decrease in participation in the financing of the first and, accordingly, an increase in the obligations of the second. the sources of financing were different: funds from central and local budgets and, in addition, various extra-budgetary sources of financing. All these measures have led to an increase in the budgets of educational organizations. Despite the measures taken and the increase in funds for financing public education, by the end of the 1930s, a number of problems remained: the norms of educational expenses still did not improve the quality of education, insufficient allocations for providing material support to the poorest students, a small number of preschool institutions (one group for 20 children per 1200 people of the population). Thus, during the formation of Soviet power, the public education system faced a number of difficulties. In the search for new sources of financing, local authorities began to attract public, extra-budgetary channels more and more. At the end of the article, the author draws conclusions about the difficulties faced by the public education system during the formation of the Soviet government.
