The formation of students' beliefs based on legal norms is the most important condition for the development of modern China, the implementation of the concept of "state governance based on the law". The conditions for this have basically been created, the course for building a rule of law state is enshrined in the Constitution, CPC documents and strategic planning. At the same time, there are difficulties in the way of its implementation among young people. This is a historical legal tradition with a priority first on moral and then on authoritarian foundations of governance, uneven cultural and educational level of students, their focus on the achievements of information and communication technologies, modern mass culture, and not on understanding the rule of law as the basis of stability in society. In Chinese universities, due attention is not paid to the formation of students' legal consciousness, the influence of mass media and some traditional ideas is unfavorable for the law. A tripartite mechanism (university, family and society) is proposed that can consistently integrate basic socialist values and the concept of the rule of law for the student.
