the article considers the main structural and content aspects of «digital competence» in the context of general digital competencies, professional digital competencies and specialized digital competencies with an emphasis on the special educational needs of persons with limited health opportunities (HIA) and disabilities within different nosological groups: hearing, vision, musculoskeletal disorders. A comprehensive approach to the development of digital competence of students, teaching staff and other participants in the educational process is presented on the example of the experience of the North Caucasus Federal University. The actual «application» base of digital competence of persons with HIA and disabilities in the framework of education, daily and work activities is also described.
