PROBLEMS OF SEARCHING FORMS OF MANAGEMENT OF MERCHANT SHIPPING IN POST-REFORM RUSSIA

The article examines the problems of searching for forms of management of merchant shipping in post-reform Russia. The author focuses on the fact that in order to increase the competitiveness and efficiency of the fleet, it was necessary to create new forms of management of merchant shipping. A new Ministry of Trade and Industry was formed, which included the General Directorate of Merchant Shipping and Ports. It can be stated that in post-reform Russia, a centralized approach was developed that established certain standards for the operation of port facilities, which contributed to the optimization of operations in ports and the development of maritime trade.
