The beginning of the First World War in Smolensk province: Smolensk Governor D.D. Kobeko

This article examines the activities of the Smolensk Governor D.D. Kobeko and his office at the beginning of the First World War, when the administrative authorities in the Smolensk Province were given new tasks dictated by the realities of wartime. The main attention is paid to the mobilization activities in the territory of the Smolensk province, the quartering and supply of troops, the organization of hospitals and infirmaries, the reception of wounded and sick soldiers and officers, the expulsion of foreign nationals, as well as the work to maintain public tranquility and combat the revolutionary and anti-war movement. The main attention of researchers is given to the role of the governor and his managerial decisions during wartime. Analysis of the activities of the Smolensk governor and his office allowed the authors to determine the specifics of administrative work in the front-line province, shifting the attention of the authorities from civil to military tasks. New problems and problems in the conditions of wartime are considered, as well as the methods used in the work that are necessary to solve the problems that have arisen.
