German civil and military "pacifists" about Tirpitz’s strategy of development of the Navies of Kaiser Germany in premilitary and post-war time

In article the brightest publications of German civil and military "pacifists" of premilitary and post-war time in which the criticism of actions of the head of the sea ministry, the secretary of state A. Tirpits's gross admiral was given are analyzed. The contribution of each of authors to development of a problem of the reasons of failure of premilitary sea policy of the German leaders is estimated and the probability of implementation of their offers of development of the German fleet in the tenth years of the 20th century is defined.
