The problem of food supply of the population at the First Congress of representatives of the cities of the Yenisei province and organizations designed to help soldiers and their families (15–17 July 1915)

The question of the food supply of the population became one of the main reasons for convening the First Congress of representatives of the cities of the Yenisei province and organizations designed to help soldiers and their families in July 1915. The article shows that during the First World War, the cities regulated goods turnover and pricing in the counties, carried out measures against speculation, and carried out their own trade operations. Participants in the discussions pointed to the lack of organizational and financial resources of municipalities, the need for legislative expansion of their powers and the coordination of activities of city authorities. The government imposed a ban on public discussion of the food problem and the holding of similar congresses in 1916 for fear of radicalization of public sentiments.
