The Soviet sof the Altai Mountains in the early 1990s

The Russian Federation continues to undergo political transformations with the aim of strengthening the vertical of state power. At present, the range of debatable issues about the modern development of the state and society is quite broad. To understand them it is necessary to refer to the time of the change of the model of social development of the country and the formation of a new Russian statehood. This period was a kind of «transition stage» in modern history, when there was a breakdown of the former state system, built on the leading role of the Communist Party, with the simultaneous emergence of a new state system. It was then that the Russian government granted national autonomies the right to self-determination, such as the Republic of Altai. The topicality of the topic stems from the fact that the activity of the Soviets in the Altai Mountains in the early 1990s has not yet been studied. The article analyses the process of reforming the activity of the Soviets in the Altai Mountains, the elections to the Soviets, the composition of the local Soviets and the organisational structure.
