The system of training in the Novosibirsk special police school in the 90s of the XX century was based on the Soviet school of law enforcement. It was a large departmental educational institution, with a network of educational and consulting centers in various Siberian cities, with an extensive structure and a solid material base. The purpose of the article is the historical reconstruction of events related to the activities of the Novosibirsk police School in the post-Soviet period (1991-1999). Materials and methods. In historical sources containing references to the activities of the Novosibirsk militia in the period under study, it is conditionally possible to distinguish: departmental archival documents, official legal statistics, reference and information materials, correspondence of state authorities, journalism, Intenet resources, etc. Research methods: structural-historical analysis, comparative-historical analysis and historical chronology. The results of the study. It is established that despite the state crisis associated with the collapse of the USSR, during the 1990s The Novosibirsk secondary special police School has not only not lost its professional functionality, but also, having increased its educational potential, continued to train police personnel, ensuring the effective implementation of the tasks of the Ministry of Internal Affairs of Russia to combat crime. Discussion and conclusion. Using the example of studying the chronology of historical events related to the activities of the Novosibirsk police School in the era of the beginning of democratic transformations, scientific observations allowed us to assess the scale of changes in the indicators of organizational, structural, logistical, scientific and pedagogical characteristics of the functioning of secondary specialized educational institutions of the Ministry of Internal Affairs of Russia, which prepared the future police after the collapse of the USSR. The provisions and conclusions given in the article can be used for further study of the organization of professional training of personnel of the Ministry of Internal Affairs of Russia, as well as in the preparation of methodological developments for conducting classes with various categories of trainees on the problems of departmental educational policy of Russia.
