Peasant policy of the Russian finance department in the late nineteenth - early twentieth century

The article examines the peasant policy of the Finance ministry of the Russian Empire which in the late nineteenth – early twentieth century was headed by prominent reformers N.Kh. Bunge and S.Yu. Witte. During their years of office the main legislative prerequisites for the agrarian reforms of P.A. Stolypin were prepared. Special attention is paid in the article to the destiny of rural community, to the organization of land-poor peasants' resettlement to the outlying districts of the country, as well as to the activity of the hypothecary Peasant bank.
