Documents of university institutions in the field of academic cooperation between Russia and Germany

The study is devoted to the analysis of documents of university institutions in the field of academic cooperation between Russia and Germany. The fundamental objectives of the research are: 1) identifying the types of documents regulating academic cooperation between Russia and Germany; 2) consideration of specific documents on the basis of which academic interaction between German and Russian universities is carried out; 3) characterization of documents of university institutions in the field of academic cooperation between Russia and Germany. The author outlines the role of academic mobility for students, the state, higher educational institutions, scientists and teaching staff, and the labor market. A brief excursion into the history of the origin, formation and development of academic cooperation between Russia and Germany is carried out. The main provisions of one of the first documents concluded by the university institutions of Russia and Germany in the field of academic cooperation are presented. On the example of universities leading the most active academic policy, namely, Moscow State University, Kazan (Volga Region) Federal University, Voronezh State University, Russian University of Transport, Irkutsk State University, St. Petersburg State University, Novosibirsk State University of Economics and Management, documents of university institutions in the field of academic cooperation between Russia and Germany. Based on the analysis carried out, these documents are differentiated into: Cooperation Agreements and / or Memorandum of Understanding (MOU), Academic Exchange Agreement (AEA), Letter of Intent (LOI), Protocol of Intent (heads of agreement, heads of terms, term sheet). Cooperation Agreements and / or Memorandum of Understanding (MOU). The main directions within which the exchange of students, postgraduates and scientific and pedagogical workers between German and Russian universities is carried out are outlined. Special attention is focused on virtual academic mobility as the most relevant form of academic cooperation between Russia and Germany in the context of intensified digitalization in the educational system and an unstable epidemic situation in the world. A concrete example of academic cooperation between Russia and Germany in an online format is given - the online mobility program of the Higher School of Economics with the EBS University - European Business School in Germany.
