The article analyzes the socio-political consequences of the reforms carried out in Russia in the XVIII century. These reforms have affected the system control various regions of the Russian Empire, so the impact was all the XIX century. The article shows that administrative-territorial reform conducted by Ecaterina II, had its specifics in Siberia. The author uses specific examples to show the problems of communication between higher authorities and local officials. The article examines the impact of the reforms, which was manifested throughout the nineteenth century. The author on the example of Siberia, examines the unique experience of government management of large areas with complex ethnic and religious composition. In addition, the modern administrative-territorial reform is largely due to the need to strengthen the state system. The author believes that such experience control regions may be in demand in the vast spaces of the modern global world.
