The article examines the institute of world Justice, established in tsarist Russia as a result of the judicial reform of 1864, as well as the institute of volost court proceedings, established as part of the peasant reform on February 19, 1861, by the "General Regulation on peasants who came out of serfdom." Some problematic features in the activity of courts are highlighted. The specifics of the functioning of the volost peasant court and the world court are analyzed. Archival information is provided confirming the insufficient competence of the volost judge in the proceedings of peasant cases. There are a number of contradictions in the activities of the magistrate and parish courts, which undermined public confidence in justice. The reasons are noted, under the influence of which the judicial reform was carried out unevenly, which affected the development of the institution of the world court.
