In the archival materials, we found that ethnically, the most intractable issues were among the three major ethnic groups of Central Asia - the Kazakhs, Tajiks and Uzbeks, as distinct ethnic borders were virtually absent among the three ethnic groups. But the situation with Kyrgyz and Turkmens were a little bit easier. They are about living on their historical and geographical areas: Kyrgyz in the mountainous regions of Ala-Too and Pamir, and Turkmens in the Karakum desert areas. The process of allocating them as a state did not cause great difficulty. However, in territorial terms, and there were still problems exist boundaries between Kyrgyz, Tajiks and Uzbeks in the southern part of the Ferghana Valley, which abounds in the disputed areas. If everything was so complicated, the question arises why it took the Soviet leadership to hold a national-state demarcation in Central Asia?
