The article is devoted to the construction of a multifunctional ice arena in the city of Yekaterinburg. The normative legal documents regulating the development of physical culture and sports in Russia and the Sverdlovsk region are considered. A SWOT analysis of the development of the physical culture and sports industry of the Sverdlovsk region is presented. The expected results of the implementation of the direction "Preservation and development of human potential" of the strategic development plan of Yekaterinburg and the strategic program "Yekaterinburg Sports" in 2030 are presented. The prospects for the development of the ice arena from the point of view of the multifunctionality and versatility of the building are described. Plans for the improvement of the embankment of the Iset River in the adjacent territory are presented.
