The article analyzes the problem of the development of inclusive competence of teachers in the process of preparing for the implementation of inclusive education. The inclusive competence of teachers is considered as the basis for setting the foundation for the formation of an inclusive culture in an educational organization and society.
The results of the study of students studying in the areas of training in the field of teacher education are presented. As a result of the data analysis, the state of cognitive activity and value-motivational readiness of the studied group of pedagogical university students to implement inclusive education is stated, the needs and deficits of future teachers in this field are actualized. Taking into account the data obtained, the principles of building an organizational and meaningful model of teacher training for inclusive education are proposed. The model is based on competence-based, system-activity and environmental approaches to the development of inclusive competence of teachers.
