Organization of Muslim's population in Volga and Urals regions in the Russian Empire

This article is about the organization of Muslim’s population in Volga and Urals regions in Russian empire. First of all in this article show the process the law regulation between the local government and Muslims. The author analyzed the proses of including Muslims of this region in confessional policy of Russian government. In this article show all difficulties in this way. Specially the author wrote about the role of local administration and their connection with Muslims.
