Kriteria for forming functional literacy and key competences of the XXI century

The article discusses the main stages of the formation and development of the "functional literacy" concept, gives an interpretation of this concept. The authors pay particular attention to the problem of the formation of key competencies in accordance with modern requirements of world theory and practice, as well as give classifications of key competencies of the 21st century.
