Standardization of the forestry terminology: history of development and periodization

The article describes the stages of the development of the forest industry terminology in Russia. A comparative analysis of the texts of international treaties, legislative acts of the Russian Federation, sectoral regulatory documents, as well as expert assessments shows that a number of terms in this field retain their multiple meanings. The proposed examples of the functioning of many-valued terms demonstrate that ambiguity not only does not contribute to effective international dialogue, can not only restrict Russia's effective participation in international cooperation, but can hold back the development of the industry itself. The author also offers a comparative analysis of standards used in modern Russia and economically developed countries, based on two main approaches: (a) direct use of international standards in cases where national requirements for specific products are either not available or below internationally accepted standards; (b) the harmonization of national requirements with internationally recognized norms in the event that national standards either do not differ much from their international counterparts or cover the scope of application of several international standards. Finally, the authors present their views on standardized forest terms and definitions used in the State program “Development of the forest industry” for 2013–2020.
