In the early 90s, fundamental changes in the state structure, socio-economic and socio-political spheres took place in Azerbaijan, which led to the implementation of fundamental substantive reforms in the education system, including in higher pedagogical education. There has been a radical renewal of the activities, structure, management, content and economics of education of higher pedagogical schools. The main goal of the new educational policy was to preserve the unified educational space of the country, provided that the independence of educational institutions is ensured. In 1994, 1997, 2008, 2014, 2020, the educational program for pedagogical specialties was approved. The article provides a comparative analysis of these educational programs, defines the socio-cultural and regulatory conditions for the development of rapidly modernizing Azerbaijani education.
