The prospects for the development of the present and future state system are impossible without studying the past of the peoples who inhabited the territory of the country. Religion was present in the lives of people from the early stages, and several main religious movements gradually developed. One of them is Islam. This article analyzes the norms and evolution of the legal system of the Russian Empire in regulating the activities of Muslim clergy, the influence on the secular legal tradition of the Bashkir society of the Orenburg province in the first half of the 19th century. In recent decades, this problem has been studied quite thoroughly: international conferences, roundtable meetings, and works by scientists in a broad interdisciplinary context are devoted to it, however, the relevance of further study of this topic does not diminish.
