Basing on the analysis of research literature and original German documents the article briefly regards the problem of organizational unity in the fleet propaganda of Keizer Germany in 1898-1902. It gives the characteristics of the two structures working in this area and confronting each other, they are the Fleet Union and the General Union of the German Fleet Union Abroad. Repeated attempts of the administration of the Fleet Union to bring a foreign department to its subjection and make it a part of its structure, which were done at this period of time, are shown. The methods that were used to achieve the goal are also regarded. The dominant reason which conditioned the failure of “the politics of assimilation” is determined. It was hidden in the individual opinion of the marine State Secretary A. von Tirpitz who disapproved the individual strategy of the Fleet Union in propaganda activity and held the opinion that the Main Union should be independent.
