To the question of the organization of municipal government in the Kazan province in 1785-1870

Multinationality inherent in some regions of the Russian empire, led to the fact that the system of organization of municipal government in taking these special, unique to their features. For example, a high proportion of the Mohammedan religion of Tatars in the Kazan province determines the composition, and hence the decision of the Kazan City Council. In addition, during the study period in the region of the Tatar merchants defended the interests of a unique body of municipal government - Kazan Tatar Hall. Kazan Tatar policeman acted Hall - the first self-governing body of the Old and New Tatar settlement.
