The purpose of the study is to analyze different opinions and approaches to the concept of «digital educational resource», determine the characteristic features of the digital educational resource, its positive and negative aspects, and outline ways to differentiate the concepts of «digital educational resource» and «digital educational environment». The article examines and reveals the issues of digitalization of the educational process, which is the creation of a digital educational environment in which teachers and students operate. The scientific novelty of the research lies in the fact that for the first time it presents a created and tested model of a digital educational resource in the educational process of pre-university education of foreign citizens. As a result of the research, it was established that despite the contradictions and difficulties that were not revealed during the implementation of the digital educational system and the difficulties associated with the lack of necessary digital competencies among participants in the educational process, digitalization is an inevitable trajectory for the future development of both distance and classical education.
