In the article, which continues the series of publications of the authors on the history of the formation and implementation of state policy in relation to children with disabilities and limited health opportunities, the authors examine the processes of formation of the normative and legal framework that determines the situation of this group of the population. Particular attention is paid to the stages of implementation of state policy in the 1920-90s. The experience and results of the formation of the normative and legal framework, the effectiveness of solving problems and overcoming emerging barriers are noted. The methodological base is made up of the principles of historicism, scientific objectivity, consistency and complexity, which allow us to study the historical experience of implementing state policy in relation to disabled children as a complex problem, analyzing the factual material in its entirety and interrelation.
