Ensuring information security is a complex process that combines legal, organizational, scientific, technical and other areas of state activity. Of scientific interest is the question of whether the activities of the Soviet state in the information sphere were systemic in nature in the first years after the October Revolution. Part 2 of this article examines issues related to the organization and methods of information protection. It was established that initially, the procedure for information protection was set at the level of responsible departments. In the early 1920s, it became understood that when solving key tasks related to the protection of secret information, including the development of protection methods, adherence to the principle of centralization was more effective. The choice of this path allowed information protection to be integrated into the emerging information security system.
