ON THE FORMATION OF CULTURAL SOVEREIGNTY OF THE RUSSIAN FEDERATION: HISTORY AND PROSPECTS

The purpose of the work is to analyze the formation of cultural sovereignty, which is one of the most important directions of the state cultural policy and at the same time one of the expected results of its implementation. Cultural sovereignty, implemented through state policy, includes protection from external influences and the development of national cultural values, traditions, language and identity, as well as the preservation of cultural heritage for future generations of Russians. Ensuring the cultural sovereignty of Russia is considered by the authors in the context of the ideology of conservative realism, articulating values that can ensure the further development of the potential of society and the individual, the preservation of civic unity, the protection of national interests, and the achievement of national development goals of the Russian Federation. The research methodology provides for the application of systematic, axiological and comparative historical approaches, as well as the historical principle of objectivity. Special attention is paid to the analysis of the fundamental documents of Russia's strategic management. The historical analysis of the development of the concept of cultural sovereignty allows the authors to identify the stages of its development, to assert that cultural sovereignty has always been an integral part of the struggle for political and cultural independence, and to argue that in the context of the formation of a multipolar world, the importance of cultural sovereignty increases many times to strengthen the all-Russian civic identity and adapt to civilizational challenges.
