тhe article examines the process of the organizational development of the territorial bodies of the Workers' and Peasants' Militia in the Chuvash Republic in the 1917-1925 period. It identifies the main challenges faced by the new Soviet law enforcement agencies in the field and the measures taken by the authorities to address these issues. The article also focuses on the study of the personnel composition of the militia. By examining the changes in the organizational and territorial structure of the Cheboksary district's militia, the article provides a comprehensive understanding of the administrative, legal, and personnel challenges faced by the local militia. As a result of the conducted research, two main trends in the institutionalization of the Soviet police in Chuvashia during the period under review have been identified: 1) the search for an optimal administrative and territorial model for their organization; 2) the determination of the necessary quantitative and qualitative composition of employees required to ensure law and order and combat crime in the region.
