Cultural policy: interaction of state and society, manufacturability, diversity

The article considers the role of culture in the development of the contemporary Russia. The author gives the justification of the necessity of conceptual comprehension of the evolution of the Russian state cultural policy. The author emphasizes that only the understanding of the peculiarities of the region can make the cultural policy more effective, highly technological and less expensive.
