The yang scientist' problem: the category of the sci- entific and pedagogical workers in universities of Russian empire in XIX - beginning XX century

Today many people are said about the support of young scientists. But it is often cases when after the receipt of PhD, young scientists can't get employed at the University, because there is not staffing. In Russian Empire, there is the other reason – is the shortage of the scientific staff. It’s brought to life the Institute of freelance teachers. This experience of the Russian Empire in this area can be applied to solve current problems.
