The first Tuva schools in the context of the development of Tuvan statehood (1926-1944)

In the article it is overviewed the question of the reforms’ projects, created by the Secret Committee, which unofficially existed in the beginning of Alexander’s I rule. The main problem was the involvement in work on the reform of competent statesmen, who followed the plans of the emperor and his collaborators. One of those became the statesman of the age of an Enlightened Absolutism Count Alexander Romanovich Vorontsov (1741-1805). He is the author of drafts and notes, which reflected his views on the reform of the Senate and the creation of a system of ministries and influenced the transformative plans of the Secret Committee.
