PERIODICAL PRESS OF LOCAL COUNCILS OF THE MOSCOW PROVINCE IN 1917-1921: ORGANIZATION AND SIGNIFICANCE

Relevance. The relevance of the research is due to the need to study the historical experience of the relationship between the population and local governments in order to use it for practical and theoretical purposes at the present time. Goal. To investigate the formation, development, and content of the press published by local Soviets in the territory of the Moscow province in the period 1917-1921. Methods. The following methods were used in the research: historical-chronological, historical-genetic, historical-comparative, retrospective, descriptive. Description of the research progress. By analyzing the materials of periodicals, archival documents and historiography, the article examines the content of printed publications of local Soviets, their role in the communication of Soviets with the population. Results. It was established that the newspapers of the Soviets had feedback from the population, whose representatives published a variety of materials in the press, some of which went beyond the official government discourse. The role assigned to the periodical press by local Soviet authorities and the main functions of publications are determined. Conclusions. The study showed that the main tasks of the periodical press were to organize communication between the population and the Soviet authorities on the ground, they served as an important source of information exchange and the fight against disinformation. Thus, publishing its own newspaper has become one of the urgent tasks for local councils.
