ENSURING ACCESS TO HIGHER EDUCATION IN GERMANY AND THE UNITED KINGDOM: HISTORICAL EXPERIENCE, TRENDS AND PERSPECTIVES

The article is devoted to a comparative analysis of higher education systems in Germany and the UK, including experiences and results of the formation of regulatory framework, financial support channels for students with disabilities and student support systems. The authors highlight several features of the implementation of the principles of equality and justice in the higher education system of the above-mentioned states. The issue is a common understanding of the nature of the problem of access to education, a broad network of financial support, and trends and extent of application of practices implemented in German and English universities. The authors' position regarding which experience is most successful and necessary in implementing reforms to increase access to higher education for persons with disabilities and health disabilities in the Russian Federation is noted separately.
