THE JOURNAL “ZEMSKOE DELO” AS A SOURCE ON THE REGIONAL HISTORY OF LOCAL SELF-GOVERNMENT (ON THE EXAMPLE OF THE UFA PROVINCE)

The article is aimed at identifying and analyzing publications in the journal “Zemskoe delo” dedicated to the Ufa province. Based on the analysis, it is concluded that the journal has a significant information potential for studying individual zemstvos. During the study, it was found that representatives of the Ufa Zemstvo were not only readers, but also correspondents of the journal, authors of publications. The review articles prepared by the editorial board summarized the experience of different provinces. This makes it possible to rank local governments depending on their effectiveness in a particular area. When evaluating the activities of the Ufa Zemstvo, the organization of medical care was most criticized, and extracurricular education was recognized as a successful direction. Some sections of the journal “Zemskoe delo” are unique. These include announcements by zemstvo administrations about the search for specialists, resumes of employees, and open letters. Such materials are not duplicated in the record keeping documentation and are an important source on the history of the "third element".
