The article presents recommendations for developing a strategy for the innovative development of secondary special education institutions in Russia. The conceptual structure of the strategy for the innovative development of MTR institutions is proposed. The strategic objectives and directions of formation and implementation of innovative tools of the strategy of innovative development of the institutions of the MTR are defined. The social and economic significance of the research is determined by its focus on solving such important scientific and practical problems as ensuring the quality of professional (vocational) education in the region based on the implementation of innovative institutional management tools for secondary specialized education institutions, which will improve the efficiency of regional and local labor markets and ensure the competitiveness of graduates of these institutions.
