ACTIVITIES OF THE CHELYABINSK PROVINCIAL LAND DEPARTMENT TO RESTORING AGRICULTURE IN THE CHELYABINSK PROVINCIAL DEPARTMENT (1919-1922)

In the history of the Chelyabinsk province, the land department played an important role in organizing agriculture in the first years of Soviet power. In the article, the author identified the organizational structure, analyzed the main areas of activity and the role of the Chelyabinsk provincial land department, its subdepartments in the process of restoring agriculture in the territory of the province after the Civil War. The materials of the archival funds of the United State Archives of the Chelyabinsk Region were studied: documents, minutes, reports on the work of the Chelyabinsk provincial land department and its subdepartments, correspondence of the Chelyabinsk provincial land department with its subdepartments, minutes of meetings of the board of the provincial land department, minutes of meetings of the commissions for economic assistance to the families of Red Army soldiers and other documents. The materials found in the archival funds are official office documents and reflect pressing issues in the agricultural sector: restoration of livestock breeding, expansion of sown areas, organization of sowing and harvesting of grain, haymaking, provision of agriculture with technical personnel. These materials allow us to analyze the transformations of agriculture that took place during the period under study and the set of measures aimed at its restoration, the sufficiency and effectiveness of such measures in the conditions of that time. An analysis of regulatory acts was conducted: circulars, instructions, decrees of the Council of People's Commissars, circulars and instructions of the People's Commissar of Agriculture, the Central Department of Land Management, the Central Forestry Department. Based on the analysis, it was concluded that, despite the extensive regulatory framework, many aspects of the activities of land departments (for example, interaction between land departments of different levels, responsibility mechanisms) remained insufficiently regulated.
