THE ST. PETERSBURG COUNTY ZEMSTVO ORGANIZED THE LEGAL PART AT THE BEGINNING OF THE XX CENTURY

the article examines the issue of the formation of the legal activity of the St. Petersburg county Zemstvo in the early XX century. This area of work of the St. Petersburg Zemstvo falls into two components: legal assistance to the population and the organization of legal advice for the needs of the zemstvo itself. The materials of the zemstvo office management show the gradual development of both branches of the zemstvo legal part in the county. The main work of the zemstvo in organizing legal aid for the population occurred during the revolution of 1905 – 1907 and turned out to be very small. It mainly manifested itself in cooperation on this issue with other institutions. The main reason for this situation was the government's negative attitude towards this area of zemstvo activity. The second direction, the formation of a legal part for the needs of the zemstvo, was further developed and culminated in the introduction of the position of legal adviser to the board.
