The phenomenon of bureaucracy

At one time Chancellor of the German Empire, Prince Bismarck (1815 - 1898) noticed that when bad laws, but with good management officials still possible, but when bad officials will not help any laws. For Russia, where the bureaucracy has a huge impact on all spheres of public life, these words could not be more timely. Our further development depends largely on the improvement of technology in the public service and progressive forms of labor organization officials, new methods of stimulation. These days, especially intolerable conciliatory attitude to the force of inertia in government, to the old habit, red tape, formalism, to what is different shades of the phenomenon of bureaucracy.
