Government constitutionalism in the context of the Russian political modernization in the late imperial period

In political theory under the modernization means the totality of the process of industrialization, bureaucratization, urbanization, establishment of universal education, a representative of the political power, acceleration, spatial and social mobility, leading to the formation of "a modern open society" as opposed to "traditional closed." Considering the above, it is currently of particular interest and relevance is the problem of the implementation of political modernization in Russia today. Moreover, it is safe to say that in a change of policy, the formation of the social state implementation of measures of political modernization is of great importance for the whole of Russia.
