The article examines the policy of the Senate and Gracchan triumvirs in the Italian question during the political crisis of 129 BC, when the law of the plebeian tribune M. Junius Pennus de peregrinis was discussed in 126 BC and consul’s offer of 125 BC Fulvius Flaccus on granting Roman citizenship or the rights of provocation to the Latins. Particular attention is paid to the points of contact of the Senate’s and triumvirs’ political interests in the Italian question in this period. Particularly, the law of Pennus and the law of Fulvius Flaccus were connected with resolving the problem of Latin cities’ depopulation in connection with the Latins’ migration to Rome per migrationem ad censum.
