The reference level technology of additional education as a means to ensure the harmonious development of the third millennium society

The article substantiates the necessity of introducing a fundamentally new concept of the «reference level» of additional education into the theory of pedagogy. The influence of the reference level of additional education on the development of students' intellect and the connection of pedagogical technology for the development of intelligence with the needs of the modern economy are revealed. Also it presents the results of experimental testing of the “reference level” technology of additional education in the process of a 20-year state experiment in the Centre for Continuing Education of the third millennium society. The conclusion is drawn about the possibility of using the technology of the reference level of additional education as a factor providing the possibility of rapid growth of the intellectual economy.
