THE ACTIVITIES OF THE DEPARTMENT OF AFFAIRS IN THE CHUVASH ASSR COUNCIL OF PEOPLE'S COMMISSARS IN THE CONDITIONS OF THE GREAT PATRIOTIC WAR

In the current geopolitical situation, the appeal of the scientific community to the experience of the functioning of the Soviet state in the conditions of the Great Patriotic War is becoming particularly relevant, acting as a necessary component of the transformation of the paradigm of public administration in the Russian Federation. The article is aimed at studying the process of managing affairs in the Council of People's Commissars of the Chuvash ASSR in 1941–1945 on the basis of archival documents using general scientific and special methods. It is shown that the Department of the Affairs of the Council of People's Commissars in the Chuvash ASSR carried out activities to fulfill the instructions of the republican government, document management and other areas. The results obtained allow us to clearly illustrate the thesis generally recognized in modern historiography about the decisive role of Soviet public administration as one of the sources and mechanisms of Victory.
