Organization of leisure time of the population is a relevant direction of the state social policy. The demands of society are aimed at developing cultural literacy in people, which contributes to raising the cultural level of the population. This issue has deep historical roots, the study of which allows us to competently approach the organization of the leisure system today. Research objectives: to reveal the issue of amateur stage creativity as a form of leisure. Research methods: system analysis, generalization. Results. It was determined that the influence of professional theatre on amateur theatre was small. The process of their creation was independent. The Ural intelligentsia, officials, bank employees, etc. stood at the origins of the organization. The process required a lot of organization: arrangement of premises, formation of a theatre orchestra, repertoire. At the same time, performances were the most important event, both in provincial centers and factory settlements. Conclusion. The description of the issue of organizing theatrical amateur creativity of the population of the Urals allows us to state that the experience can be used in modern conditions in order to improve the cultural level of citizens.
